Important update regarding the status of the FY 2025 HUD Continuum of Care (CoC) and Youth Homelessness Demonstration Program (YHDP) Notice of Funding Opportunity (NOFO).

On December 23, 2025, a federal court ordered HUD to move forward with processing eligible renewal projects for FY 2025 using the FY 2024–2025 CoC NOFO. As a result, HUD reopened that NOFO on Friday, January 9, 2025 to begin the renewal process while the court order remains in effect.

What this means:

  • HUD is allowing communities to move forward with renewal applications under the FY24–25 NOFO.
  • Per the court order, HUD will review applications and prepare awards, but will not finalize or obligate funding at this time.
  • If the court order changes, HUD may shift back to the NOFO issued on December 19, 2025, which was released for public review only, and will provide additional guidance if that occurs.

Important to know: This reopening is limited to processing eligible renewal projects under the FY24–25 NOFO. At this time, this is not an open competition for new projects, and no new applications will be accepted.

DECEMBER 2025 UPDATE: HUD has announced that it is withdrawing the FY 2025 CoC and YHDP Notice of Funding Opportunity (NOFO). Below is HUD’s official statement:

“The Department has withdrawn a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24–25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.”

With this withdrawal, we will pause our local RFP and competition activities until HUD releases the revised NOFO.
